Give it a clear single purpose, accept options as an object, return a stable shape (a tuple for two values, an object for more), and keep returned functions stable with useCallback when consumers put them in dependencies. Handle cleanup and race conditions inside, avoid hidden global state, and document what triggers re-renders.
Write tests for it with renderHook from React Testing Library.
